Rank Offers UKGC £5M to Settle Grosvenor Casino Compliance Case

Rank Group has offered the UK Gambling Commission £5 million ($6.8 million) to settle historical compliance failures at its Grosvenor Casino arm.

The company disclosed the proposal in its FY26 trading update, covering the quarter ending June 30, 2026. Rank said the UKGC had reviewed Grosvenor Casinos' operating license, though it didn't specify which compliance failings the regulator had flagged. According to the operator, remedial actions were largely finished during the first half of the 2025-26 financial year.

The payment was calculated based on Grosvenor Casinos' gross gambling yield for a specific period. That period ran from November 1, 2024, to May 2, 2025. The UKGC hasn't formally accepted the offer yet, but Rank seems confident it will go through. The company said the amount will likely appear as a separately disclosed item for the fiscal year.

If approved, this would be Rank's first regulatory action from the UKGC in over four years. In January 2022, Rank paid £700,557 ($953,000) to settle social responsibility failures at its Rank Digital Gaming (Alderney) division, which runs bellacasino.com, grosvenorcasino.com, meccabingo.com, and meccagames.com. Just before that, the company paid £500,000 ($680,000) for consumer protection rule breaches. That case involved a customer who lost £1 million ($1.36 million) within 24 hours gambling at both a Grosvenor Casino venue and online.

Rank's trading update also highlighted strong growth and suggested future performance could beat analyst expectations. The company said it aims for an annual operating profit of at least £100 million ($136 million) over the medium term. But Rank hasn't issued profit guidance for FY26 yet, so it's hard to know how the settlement might affect full-year earnings.

The company also addressed the UK's recent gambling tax increase in its update. Rank outlined strategies to offset potential losses from the higher tax burden. Its Q3 results showed a clear upward trend in income, which could help absorb the settlement cost without a major hit to profits.

The UKGC hasn't set a timeline for deciding on Rank's proposal. The commission could accept the sum, ask for more, or impose extra conditions. For now, Rank is betting the £5 million offer will close the book on the Grosvenor Casino compliance review.
